Irene Bloemraad, faculty affiliate of ISSI's Center for Research on Social Change, is co-author of a new article in Migration Studies discussing how the immigrant legalization policies are creating an ethical conflict between upholding justice and the rule of law. The authors address each dilemma and offer a reappraisal of immigrant legalization policies and several rule of law arguments that support legalization in hopes to mitigate the dilemma.
