Karen Villegas, ISSI graduate student and doctoral candidate in the Berkeley School of Education, has been awarded the 2023 Howard Prize by the Institute of Governmental Studies. The prize is awarded for outstanding graduate research in public policy, political behavior, or public opinion in the U.S. broadly understood. Karen’s dissertation is a study of the ideological conceptions of language and literacy practices in adult, English as a Second Language (ESL) citizenship classes.
