In this March Goldman School of Public Policy news story, Center for Research on Social Change faculty affiliate Caitlin Patler discusses her working paper analyzing ICE arrests from 2015 through October 2025. "As of October 2025, only about 30 percent of people ICE is arresting have any criminal conviction — and that can include very low-level misdemeanors." The findings reveal a dramatic increase in arrests and a sharp decline in the share of people with criminal convictions. This raises questions about how immigration policy is being implemented in practice.
